MEETING WITH CGMT

BEARERS HAD A SCHEDULED MEETING ON 11th MARCH, 2014, WITH CIRCLE
ADMINISTRATION UNDER THE CHAIRMANSHIP OF SHRI B.K. SINHA, CGMT, GUJARAT CIRCLE.
SHRI O.P. GUPTA, GM (Mktg-CM), SMT. ANIMA ROY, GM (ADMN) AND SHRI C.K.SHARMA
SDE STAFF WERE ALSO PRESENT IN THE MEETING. IN HIS INTRODUCTORY REMARK SHRI
R.M. BELANI, CS APPRECIATED CGMT GUJARAT CIRCLE FOR HIS EFFORT TO INCREASE THE
REVENUE OF GUJARAT CIRCLE AND ACTION TAKEN FOR IMPROVEMENT FOR GGSN
CONNECTIVITY, BROAD BAND MAINTENANCE, OPENING OF NOC AND PROPER MONITORING. WE
THANKED CGMT AND SR. OFFICERS FOR
SPARING THEIR VALUABLE TIME FOR THE
MEETING. FOLLOWING HR & DEVELOPMENTAL ISSUES WERE
DISCUSSED:
Consideration of request transfer as per transfer policy in all
cadres including Rajabhasha Adikari. We
requested early release of transfer orders as per transfer policy with minimum
disturbance. CGMT informed that orders will be issued before 31st
March, 2014 with minimum disturbance.
Consideration of intra circle request transfer of DR JTO. CGMT informed that the
policy decision of 5 years service in SSA on initial appointment can not
changed at this juncture in the larger interest of BSNL. Association further requested most of the
JTOs will be completing 5 years in the months of April to July, their case may
be considered. On our demand CGMT informed that while considering the request
transfer of DR JTOs equal number of DR JTOs will be transferred against those
vacancies. We requested consideration of request with minimum disturbance.
Consideration of request transfer in PA/PS cadre. Association requested to issue transfer orders of PA/PS before 31st
March, 2013 from the combined stay list of PA/PS as being done in the case of
JTO/SDE keeping in consideration the restructuring of stenographers cadre and
also requested to rectify the transfer orders of Shri K.S. Nair, PA. CGMT
assured to look into it.
Seat tenure transfer: Association demanded strict implementation of
seat tenure transfer as per transfer policies and CVC guidelines. We further
demanded atleast section change may be done instead of changing seat in the
same section, as being done in many places.
CGMT instructed GM (A) to give instructions to SSAs for immediate
implementation.
Local transfer in Ahmedabad. We demanded
no pick & choose policy be adopted while transferring executives from
Circle Office to ATD, that should be done as per request or longest stay basis.
Ahmedabad 30% HRA. We requested
early reply to Corporate Office for further processing Ahmedabad 30% HRA case
at Corporate Office. CGMT assured early process of the case and further
informed that circle office already collected the required documents from
Collector Office.
Clarification sought from Corporate Office on Residency Period –
Case of Shri T.K. John, AO. We pointed out that
this genuine case is lingering for couple of years and need intervention at
higher level. CGMT assured to take-up the issue at higher level for early
clarification.
Pay anomaly case of Shri A.A. Pandya, SDE, ATD. We demanded immediate settlement of the case as others in his
batch are enjoying the benefit. CGMT instructed GM (A) to look into the matter
immediately.
Indifferent attitude of PGM, Vadodara. We pointed out that PGM, Vadodara is not granting meeting to Our
Vadodara Branch and also pointed out various activities happening in
Vadodara SSA against the interest of
BSNL, particularly on transfer posting and recovery of dues. CGMT assured to
look into it.
Recovery of outstanding from DoT CCA/Term Cell. We pointed out huge
outstanding is there to be recovered from CCA & Term Cell and the same may
be recovered immediately. CGMT assured early necessary action.
Provision of separate electric meters wherever sharing with DoT
wings are there. CGMT assured necessary action.
Consideration of request transfer of Shri V.M. Tadvi, TDM, Amreli
& Shri K.R. Modh, SDE (Wlf), Circle Office.
CGMT assured to look into it.
Posting of sufficient expert staff in high ARPU area. We pointed out few areas of high ARPU where insufficient staff is
posted, particularly in Ahmedabad. CGMT assured to look into it.
Reduction of staff from Administrative offices. We pointed out technical staff are used in excess in administrative
offices, which may be curtailed. CGMT
assured to look into it.
Posting of sufficient staff in CM Sales. We requested posting of 20% staff in CM sales to increase revenue.
CGMT assured to look into it.
Issues arisen due to Merging of Civil & Electrical Wings with
SSA discussed in details, particularly on reporting. CGMT suggested making
detail report through CEs on the same for taking-up with Corporate Office.
